Local Military Administration of Derhachi: small steps to big corruption.

Corruption poses a serious threat to the development of any society. Ukraine is no exception, and in many cases, corruption schemes penetrate even the smallest regional units. However, thanks to our perseverance and efforts, and the desire to ensure transparency and fight against corruption, a number of cases of violations have been identified in the Derhachi.

Our first investigation was a purchase related to the transfer of military aid for 3 185 360 UAH. During the investigation, we found that there were many "irrational" expenses when purchasing: folding portable camping beds, optics for the military, multifunctional devices, walkie-talkies, phones, microphones, tablets.

We acted according to the scheme: we are looking at the tender for the purchase of a certain products on prozorro.gov.ua and we are looking for a retail price based on  the same characteristics on well-known internet platforms. We came to the  conclusion that:

1. Optics for the military was purchased by the Local Military Administration of Derhachi for 947,500 UAH. We found the same rear sights, binoculars, and monoculars, but at a price significantly lower than indicated in the concluded tender.

On these rear sights, the Local Military Administration of Derhachi "irrationally" used almost 30%.

"Only" 10,8%  of the margin from the Local Military Administration of Derhachi.

 41% overpayment for the monocular, which costs 85 185 UAH.

2. On multifunctional devices, a difference was also noticed between retail prices and the prices indicated in the agreement of the Local Military Administration of Derhachi.

The final price of the Local Military Administration of Derhachi in the purchase agreement is almost twice the retail price.

According to the folding portable camping beds, walkie-talkies, phones, microphones, and tablets, a total discrepancy  was found between the retail products and the declared prices in the tender for 305 099 UAH.

The suppliers in Derhachi added 84% to the cost of the phone.

We found a 115% discrepancy between the retail price and the declared value stated in the tender for microphones.

For some reson, walkie-talkies were purchased 41,5% more expensive than retail price.

The agreement was concluded upon the acquisition of  walkie-talkie, radiotelephone and microphone by the Local Military Administration of Derhachi.

As you can see, tablets in the concluded tender were cost 84% more than the retail price.

In the video, we noticed the moment of loading these folding portable camping beds and saw information marked on the boxes

We searched on the internet using the mentioned data on the boxes and found them.

Such folding portable camping beds at the dealer price of B2B cost 457 UAH per piece, instead of the specified 3 315 UAH per piece in the purchase agreement from the Local Military Administration of Derhachi  (see pictures below)

After reviewing the video with the transfer of this assistance for 3 185 360 UAH, we moved on to watching another information from the  Local Military Administration of Derhachi, and our team decided to check only one point with tents, it took a long time, because officials of Dergachi have some strange habit of not pointing to some products of the manufacturer's brand and labeling.

In one of the photos we found a patch with the phone number of the company where they ordered the tents:

After searching on the Internet for companies using this phone number, we found the TENTOVA DOMIVKA company, where such tents cost 98 000 UAH per piece, but the agreement was concluded with a strange individual entrepreneur, from which the Local Military Administration of Derhachi bought tents for 189 600 UAH per piece.

After calculating, we came to the conclusion that the total price of the tents was overstated by 1 099 200 UAH.

It turned out even more interesting with the ODES ASSAULT 650 ATV, which was handed over to the military

This ATV costs 308 800 UAH at retail, if you buy it with personal funds. But if you use budget money, then why do you pay 80% more to an incomprehensible supplier, as the officials of Derhachi did.

And yes, you understood correctly, this is an overpayment of 241 000 UAH.

This was our first acquaintance with the Local Military Administration of Derhachi. Despite the apparent attractiveness and promises of development, the detection of corruption among officials came as a shock to us. This discovery has raised serious concerns about the effectiveness and integrity of the government.

Our goal now is to uncover these practices and help restore public confidence in local government structures.
